The background image adds a certain old school vibe, and the images and a elements are what I imagine as obfuscated options for further exploring, or commands to follow (in the case of the a elements).
As a Web 1.0 Oracle, everything is obfuscated, grammar is intentional, and the user is guided by vague hints and images.
